Pico Rivera, CA Fence Regulations: Height Limits (2026)

Table 18.18.020.A in Chapter 18.18 (General Site Standards) governs every property in the City of Pico Rivera, setting fence, wall and hedge heights by location on the lot. Within the front setback, a non-view-obscuring fence, wall or hedge such as an open wrought-iron or picket style may not exceed 4.5 feet, while a view-obscuring fence, wall or hedge such as solid wood or masonry is capped at 3.5 feet. Columns or pilasters built into a fence system may rise to 4.5 feet but must sit at least 10 feet back from the edge of a driveway so drivers can see past them.

Beyond the front setback, in side and rear yards, any fence, wall or hedge may reach 7 feet, rising to 10 feet in industrial zones only, again with the 10-foot driveway-edge setback. A fence or wall enclosing a swimming pool must meet the separate 5-foot minimum in Section 18.18.090 and comply with the Building Code. Height at driveways and street intersections is controlled instead by the visibility standards of Section 18.18.110, which the City Engineer applies to protect sight lines. Because the table applies citywide regardless of zone name, a homeowner in the S-F single-family zone and a business owner in an M-U mixed-use zone follow the identical front-setback height caps.
