Pico Rivera allows backyard chickens and other poultry within limits: no more than nine small animals total and no more than three of any one kind in residential zones, kept at least 35 feet from any dwelling.
Zoning Code Section 18.50.040 governs poultry, fowl, rabbits and small animals. In most residential zones no person may keep any combination exceeding nine, or more than three of each kind or species. The rural R-E zone allows up to twenty per ten thousand square feet of lot area. No fowl, nor any coop or pen, may be kept within thirty-five feet of any residence, within twenty-five feet of a public street, or within ten feet of an adjoining residential property. Premises must be kept sanitary and manure removed at least weekly (Section 18.50.060). Fowl may not run or fly at large, and any bird whose noise disturbs neighbors can be abated as a nuisance.
Keeping more than nine small animals (or more than three of one kind), siting a coop within 35 feet of a dwelling, or letting fowl run at large violates the code. Unsanitary conditions and noise are separately abatable.
