Pico Rivera requires dogs off the owner's premises to be restrained by a leash no longer than six feet, held by a competent person. Loose dogs are impounded by SEAACA, the city's animal control agency.
Under Pico Rivera Municipal Code Section 6.36.010, no person owning, harboring or having charge of any dog may allow it off the owner's premises unless it is securely confined by a strong leash not exceeding six feet in length and continuously held by a competent person. Dogs found running at large may be seized and impounded by the Southeast Area Animal Control Authority (SEAACA), which the City contracts with for animal control. Owners must reclaim impounded dogs and pay impound and boarding fees. Leash enforcement operates alongside the city's dog licensing requirement in Chapter 6.08. There is no designated off-leash dog park exemption written into the code.
Allowing a dog off-premises without a six-foot leash, or letting a dog run at large, is a municipal code violation. Loose dogs are impounded by SEAACA; owners pay impound, boarding, and any citation costs to reclaim the animal.
