Chapter 15.54 covers both electric vehicle charging stations and hydrogen fueling stations. Before submitting, the applicant must show the installation will not have a specific, adverse impact using the city's checklist, addressing electrical system capacity and loads, wiring, bonding and overcurrent protection, and, for hydrogen equipment, fuel line and Class I hazardous-location compliance with the Los Angeles County Fire Code. A complete application must be approved and all permits within the building official's purview issued; approval does not itself authorize energizing the station without any other required city approvals.

Incomplete applications receive a written correction notice detailing the deficiencies. The checklist substantially conforms to the state's 'Plug-In Electric Vehicle Infrastructure Permitting Checklist' and 'Hydrogen Station Permitting Guidebook,' published on the city's website with electronic submittal and signature accepted. If the building official finds substantial evidence of a specific, adverse health or safety impact, the applicant can be required to obtain a conditional use permit from the Planning Commission, which must grant it unless it makes written findings that no feasible mitigation exists. The technical review may not condition approval on an association's consent under Civil Code Section 4080, and the building official's decision on the checklist or a CUP referral is appealable to the Planning Commission.

Station equipment must meet Article 625 and other applicable provisions of the California Electrical Code and be treated as a continuous load in service calculations.
