Section 10.80.010, in Chapter 10.80 Oversized Vehicle Overnight Parking Regulations, bars parking, stopping or leaving standing any oversized vehicle on a public street, park road, alley or right-of-way between two a.m. and four a.m., and closes an obvious loophole by deeming a vehicle moved less than two hundred feet from its original spot to still be parked in the same location. Section 10.80.020 exempts emergency stopping to avoid a traffic conflict or comply with an officer's direction, emergency and official vehicles under Section 10.04.020, vehicles displaying a valid filming or similar permit issued under Section 5.61.050 or 15.50.550(B), a vehicle displaying a valid temporary parking permit under Section 10.80.030, and anyone making emergency repairs to the vehicle during the restricted hours.

Section 10.80.030 lets the city manager issue a resident, tenant or property owner, or their bona fide guest, a temporary parking permit valid for forty-eight hours at no cost, provided the applicant proves residency and ownership or control of the vehicle, the permit states the resident's address and is valid only on that block, no more than four permits are issued for the same vehicle in any calendar month, consecutive permit periods are barred with a minimum forty-eight hours between issuances, the vehicle is never used for overnight camping or lodging, it does not block any safety or traffic-control device, and the city manager finds parking it would not create a public safety hazard.
