Under Sec. 22-38, a "junked vehicle" is any self-propelled vehicle or part left inoperable and in ordinary public view for a continuous ten-day period. Sec. 22-39 declares such a vehicle a public nuisance if visible from a public place, right-of-way, or adjacent property. Code inspectors (Sec. 22-41) may enter private property to inspect and, after written notice (Sec. 22-42) giving the owner ten days to abate, refer the matter to a municipal court hearing (Sec. 22-43) before the vehicle is towed to a scrap yard or demolisher. Antique and special-interest vehicles kept by collectors are treated differently under the definitions.
