Once a zone is posted, Sec. 26-41 makes it unlawful for any person to park a noncommercial vehicle there. Separately, Sec. 26-43 bars parking any vehicle over one ton on public streets or rights-of-way except while actively loading or unloading cargo, merchandise, or articles. Under Sec. 26-45, no one can be convicted of violating these parking sections unless the required signs or curb markings are actually in place at the location.
