James City County, VA Parking Rules: Commercial & Oversized Vehicles (2026)

Sec. 2-100. The section defines five categories of oversized vehicle: solid waste collection vehicles, tractor trucks, tractor-truck/semitrailer or tractor-truck/trailer combinations, dump trucks, concrete mixer trucks and heavy construction equipment (whether on the highway or loaded on another vehicle); any trailer or semitrailer whether or not attached; any vehicle with three or more axles; any recreational vehicle; and any vehicle designed to carry 16 or more passengers including the driver. The ban therefore reaches everything from a moving company's box truck to a family's camper parked overnight on a residential street.

Two exceptions apply: an oversized vehicle taking on or discharging passengers, or temporarily parked while performing work or a service call at a location, is not in violation, and neither are utility generators mounted on trailers used to power network facilities during a power outage. The section, adopted by Ord. No. 66A-77 in July 2020, sits within Article III, Stopping, Standing and Parking, of chapter 13, so its enforcement follows that article's general fine schedule at Sec. 5(b) rather than a fine of its own: any violation of an Article III provision not separately listed in the fine table, which includes Sec. 00 if paid later.
