James City County, VA Parking Rules: Street Parking Limits (2026)

Sec. 13-40 of the James City County Code sets the basic manner-of-parking rule: no vehicle may stop except close to and parallel to the right-hand edge of the curb or roadway, unless it is on a one-way street, where the left-hand curb is allowed, or parked at an angle where the state highway and transportation board or the Board of Supervisors has designated angle parking on a road under its jurisdiction. Sec. 3 adds a separate set of location-based bans: no one may park or let a vehicle stand, attended or not, in a designated fire lane, on a highway in front of a private driveway, within 15 feet of a fire hydrant or the entrance to a fire station, within 15 feet of the entrance to a building housing rescue-squad equipment or ambulances, or within 20 feet of an intersection's curb lines (15 feet if there are no curbs).

Sec. 13-42 separately makes it unlawful to stop a vehicle in a way that impedes or endangers other highway users, except during a genuine breakdown or accident, in which case hazard lights must go on and the vehicle must be reported to police and moved to the shoulder as soon as possible. Fines for these Article III parking offenses run through the schedule at Sec. 5(b): a fire-lane or hydrant-blocking citation under Sec. 00 if paid later, and a law-enforcement officer can post the citation directly on the windshield of the offending vehicle.
