County Code Sec. 72.126 bans parking or standing commercial vehicles rated 10,000 pounds gross or more on residential streets in unincorporated San Diego County, with limited exceptions for active loading, service work, utility work, commercial/industrial frontage, and Board-approved signed streets.
County Code Sec. 72.126, 'Parking or Standing of Commercial Vehicles,' prohibits the parking or standing on residential-area streets of commercial vehicles having a manufacturer's gross weight rating of 10,000 pounds or more. The ban does not apply when: (1) the vehicle is loading or unloading property; (2) it is parked in connection with and in aid of a service to or on a property within the residential area; (3) it is engaged in the construction, installation, repair, or maintenance of a publicly or privately owned utility facility within the residential area; (4) the area contains property used for commercial or industrial purposes and the vehicle is parked on that property or on the contiguous highway; or (5) the Board of Supervisors has by resolution permitted such parking on certain residential streets and the Road Commissioner has appropriately signed or marked them. The section defines a 'residential area' as the portion of a highway and contiguous property where, collectively within a quarter mile, the contiguous frontage is occupied by 8 or more separate dwelling units (including apartments or condominiums); a residential area may exceed a quarter mile if that dwelling-to-length ratio continues. Lighter commercial vehicles remain subject to the general 72-hour storage rule of Sec. 72.122.
Parking or standing a 10,000-pound-or-heavier commercial vehicle on a residential unincorporated street, outside the listed exceptions, violates Sec. 72.126 and is enforced by the Sheriff. The general 72-hour limit of Sec. 72.122 also applies to commercial vehicles below that weight.
