Section 20-81, "Large trucks and trailers parking in front of residences prohibited," defines the regulated "truck" narrowly by length rather than by weight or use: any truck with an overall length greater than 20 feet triggers the ban once it parks on a city street directly in front of a residence. The only built-in activity exception is "immediate pickup or delivery service," so a moving crew or delivery driver actively loading or unloading is not in violation, but the same truck cannot simply sit at the curb between calls.

The section separately exempts a trailer built for hauling a boat, so a boat trailer parked briefly on a residential street does not fall under this truck-and-trailer ban even though it is towed behind a vehicle. It also exempts a "road tractor" or "truck tractor" once detached from any other vehicle, meaning a bare tractor cab parked alone is not treated as a covered truck. The rule reaches only streets in front of residences, not commercial frontage, and it derives from Code 1957, Sec. 32-24, carried forward as Code 1984, Sec.

23-42, without later amendment. It works alongside, but is legally distinct from, the loading-zone permit system in Sec. 20-79, which lets a commercial vehicle owner obtain an annual city permit to use a designated commercial loading zone; that permit governs marked loading zones, not the ordinary residential street frontage Sec. 20-81 addresses.
