Tallahassee, FL Parking Rules: EV Charging (2026)

Tallahassee Code of General Ordinances § 21-244 establishes the EV charging rate applicable to every electric vehicle charging station the city owns and operates for public use. Users pay the full cost at the time of use, calculated as the kilowatt-hours consumed multiplied by the EV rate, plus any applicable metered parking fee, plus any idle-time fee; the code allows this to be converted into a per-minute or lump-sum charge instead of a straight per-kWh bill. 40 per minute once a ten-minute grace period after charging completion expires; the city manager can periodically adjust these figures based on comparable facility rates, installation and energy costs, and the type of charging equipment, but the underlying methodology itself must be reviewed and reaffirmed by the city commission no sooner than three years and no later than six years after the effective date.

Anyone can use the stations regardless of residency in Leon County or the city, and stations inside public parking garages are accessible only during the garage's normal operating hours. A vehicle occupying a city on-street or off-street EV space without actually charging can be ticketed under state and local law, and a vehicle at a garage or metered EV space still owes the standard garage or meter fee on top of the EV rate. The section exempts these EV charges from the chapter's general annual utility-rate adjustment provision in § 21-241, keeping EV pricing on its own three-to-six-year review cycle instead of moving automatically with other utility rates.
