Section 440-704A(4)(a), part of the Off-Street Parking article, treats commercial-vehicle parking as a residential-use restriction rather than a separate license or permit scheme: any residentially utilized property may keep no more than one vehicle in commercial use at a time. The weight cap is specific: 7,000 pounds of actual vehicle weight, not counting whatever the vehicle is carrying, and the definition of motor vehicle for this rule explicitly reaches beyond cars and trucks to tractors, backhoes and other heavy equipment parked on residential land. The section carves out one exception in Subsection A(4)(c): the one-vehicle, 7,000-pound limits don't apply to farm or garden motor vehicles, or to motorized garden equipment, as long as the equipment stays within the boundaries of the farm, garden or home lot where it's actually used, so a homeowner's riding mower or a working farm's tractor fleet on its own land isn't capped the way a contractor's parked pickup or dump truck would be.
