Chapter 212 builds its curb-color system out of three separate sections rather than one unified code. Red is the most absolute: § 212-08(D) prohibits stopping, standing or parking anywhere 'the curb is painted red,' subject to the same blanket exceptions as the rest of § 212-08, such as avoiding conflict with traffic or complying with a police officer's direction. Yellow marks the city's loading zones: § 212-20(A) makes it unlawful to stop, stand or park where the Chief of Police has marked the curb yellow for freight loading, subject only to the 30-minute freight and 20-minute disabled-placard exceptions in that same section; § 212-21 extends the identical yellow-curb concept to passenger loading zones under the Traffic Engineer's authority, with a five-minute passenger window.

§ 28-883(C). Posting that signage authorizes both police officers and the department's Volunteers in Policing to enforce the space and constitutes a waiver of the property owner's right to object to that enforcement. None of the three colors is defined in a single stand-alone 'curb colors' section; each is embedded in the operative parking-restriction section it supports, so the color functions as the marking method for a no-stopping zone (§212-08), a loading zone (§§212-20/21), or a disabled space (§212-19) that already carries its own rules and exceptions.
