The paving requirements in this Section shall apply to all residential properties and lots. A. Front Yards. 1) Driveways. The amount of allowable paving for driveways shall not exceed 35 percent of the total front yard area. ... 2) Walkways and Other Hardscape. The amount of paved walkways and hardscape shall not exceed 25 percent of the front yard area. ... 3) Landscaping Minimums. For all residential properties, a minimum of 40 percent of the front yard area shall consist of a permeable landscaped area, excluding pavers, bricks, and other hard surfaces, even if permeable. B. Rear and Side Yards. 1) The total amount of paved surface in the rear and side yard combined for driveways, walkways, and hardscape combined shall not exceed 60 percent of the total rear yard area.

700. Owners of flag lots, cul-de-sac lots, or corner lots who cannot practically meet the standard limits can ask the Planning Director for a reasonable accommodation. In the RS-L Residential Zone, once impermeable surfacing (including all structures) exceeds 47 percent of the lot, a registered civil engineer must submit runoff calculations to the City Engineer as a condition of approval; other residential zones follow separate administrative stormwater regulations. These standards were adopted by Ordinance 511 and Ordinance 515 in 2018 specifically to stop the spread of unregulated front-yard parking lots and curb cuts that eat into on-street parking supply.
Violations & Fines
Paving beyond these limits without a permit is a Municipal Code violation. Under Section 1-4.01, violations are misdemeanors punishable by up to $1,000 and six months in jail, unless the Code specifies an infraction, which carries a $100 fine on a first offense, $200 on a second within a year, and $500 on a third within a year. Each day the excess paving remains is a separate offense, and Section 1-4.02 lets the City issue an administrative citation with a correction window of 5 to 45 days before fines apply.
