1019 defines "heavy duty commercial vehicle" broadly by size rather than by cargo or licensing: any single vehicle or combination of vehicles with more than two axles, twenty feet or more in length, or six feet eight inches or more in width qualifies, which sweeps in semi-trucks, dump trucks, moving vans, tractors and pole or pipe dollies regardless of what they are hauling that day. The three-hour clock runs at any location within Hercules city limits, not just residential streets, and the section allows only two narrow extensions: time actually needed to finish loading or unloading property, under subsection (a), or time reasonably needed to complete a service being performed to or on a property located in the same block where the vehicle is parked, under subsection (b), such as a delivery truck actively unloading at a business on that block.

Parking simply to store the vehicle, stage it overnight, or wait between jobs does not qualify for either extension. 04(w), which separately declares it a public nuisance to store any commercial vehicle rated over one ton in the front or front-side yard of a residential property, so a heavy-duty truck cannot dodge the three-hour street limit by sitting in an open front yard either.
