Maryland law, enforced countywide by Howard County, prohibits parking in front of a private driveway without the owner's consent and in front of any public driveway. Zoning also bars storing inoperable or unregistered vehicles in residential yards.
Blocking driveways is governed by Maryland Transportation §21-1003, which Howard County enforces through Title 21 of the County Code. No one may stop, stand, or park in front of a public driveway, and a private driveway may not be blocked without the owner's or occupant's consent. Within residential zoning districts, off-street parking and driveway storage of unregistered, inoperable, wrecked, or dismantled vehicles is prohibited except as specifically allowed. HOA and Columbia Association covenants may further regulate driveway surfacing, the number of vehicles, and whether commercial vehicles or RVs may sit in the driveway.
Vehicles blocking driveways can be ticketed and towed; the property owner or occupant may authorize removal of a car blocking access.
