090, sets a specific paving requirement for the driveway apron in front of a home's garage or carport. Subsection (E)(1), Residential Uses, states that 'adequate paved vehicular maneuvering area shall be provided in front of any residential garage or carport,' with a minimum paving depth of 20 feet measured from the front of the garage or carport, and a minimum width equal to the total width of the garage or carport's vehicular access opening. The requirement is distinct from, but sits alongside, Lakewood's rules for parking recreational vehicles, utility vehicles and commercial vehicles on residential lots.

160(E), an RV or utility vehicle parking pad accessory to a residential use must have 'an all-weather surface such as asphalt or concrete, paver stones, grasscrete or a minimum of three (3) inches gravel,' and the pad cannot extend into the public right-of-way even where the driveway itself does. 180(F). Together these sections mean a Lakewood homeowner cannot simply park on bare dirt or lawn in the front yard: the maneuvering area in front of a garage must be paved, and any additional parking pad for an RV, utility vehicle or commercial vehicle must carry one of the listed all-weather surfaces and stay off the right-of-way. 090(E)(2) and (E)(3).
