Porterville, CA Parking Rules: Driveway Rules (2026)

Porterville Municipal Code section 18-25 finds that parking or storing vehicles on residential lawns is unsightly, threatens groundwater quality, and constitutes a public nuisance. The section defines a 'driveway' as a passageway of concrete or asphalt connecting to a public street or legal right of way and allowing access to a garage, carport or other legal parking space, and an 'improved area' as a section of the lot altered and defined by concrete, asphalt or gravel with a positive boundary, entered via a driveway or curb cut except where the lot adjoins a paved street with no curb.

Subsection C prohibits parking on any front yard setback in a residentially zoned area unless the vehicle sits in a qualifying driveway or improved area; the prohibition does not apply to properties that lack any driveway or improved area as defined. The section separately bans parking or storing a vehicle on blocks, jacks or stands anywhere on the lot, driveway or improved area included, and cross-references chapter 17, article XVII of the code for vehicles that are abandoned, wrecked, dismantled or inoperative. Community Development and code enforcement staff, along with the Porterville Police Department, handle complaints about lawn parking as part of the city's neglected-property and nuisance abatement program, and a property found in violation can be required to remove the vehicle or pave a compliant driveway or improved area.
