Separately, blocking access to a driveway from the public street is restricted by Texas Transportation Code Section 545.302(b), which prohibits standing or parking in front of a public or private driveway except momentarily to load or unload passengers. Together these rules mean a Rowlett homeowner should keep vehicles on a paved/approved pad and keep the driveway apron and sidewalk clear. Enforcement of surface rules is by Neighborhood Services; right-of-way obstructions are enforced by Rowlett Police.
