Coeur d'Alene, ID Parking Rules: EV Charging (2026)

Section 4.15.040 governs all property owned by the City of Coeur d'Alene on which private vehicles are allowed to park, including garages, permanent surface lots, semipermanent and temporary surface lots, and other parking areas, but it excludes on-street parking. Inside that scope, subsection A.7 sets the charging rule: no vehicle can be parked for longer than two hours in any stall served by an electric vehicle charging station. The wording turns on the stall, not on the vehicle, so the limit applies to every vehicle in a charger-served stall, plugged in or not. The charging price itself is not addressed in the text quoted here.

The two-hour cap sits beside the other general rules for city parking facilities. Vehicles have to park within the painted lines and as nearly in the center of the stall as possible, cannot be left in a drive aisle, and cannot be driven faster than five miles per hour. Payment of the hourly fee or a monthly permit, as established by Resolution of the Council, is required in every city parking facility except the City Hall parking facility and the library parking facility. Separate caps apply at particular sites: the City Hall and Independence Point parking facilities bar continuous parking for more than forty eight hours, and the Memorial Field and Museum parking facilities are closed to parking between 11:00 P.M. and 6:00 A.M. unless the City Clerk approves longer hours for a special event.

The City Administrator can exempt persons attending special events from any or all of the chapter's regulations for one or more facilities, and City Council must be notified promptly when that happens. Monthly permits cannot exceed forty percent of the stalls in a parking facility unless the City Administrator authorizes more, and they must be paid in advance. Under § 4.15.020 the Streets and Engineering Director posts signs and markings at facility entrances to inform the public of the chapter's regulations.
