Gilroy, CA Parking Rules: EV Charging (2026)

Section 6.58 defines an electric vehicle charging station as any level of electric vehicle supply equipment built to Article 625 of the California Electrical Code that delivers electricity from an outside source into a plug-in vehicle, and it applies to every such station within the Gilroy city limits. Subsection (e) requires the Building and Safety Division to post all required application documents on the city website, accept electronic submittal by email, internet or fax, and accept an applicant's electronic signature in place of a wet signature on every form.

Subsection (f)(1), the Expedited Review Process, directs the building official to implement an expedited administrative permit review consistent with Government Code section 65850.7 and to adopt a checklist that can draw on the Governor's Office of Planning and Research's Plug-In Electric Vehicle Infrastructure Permitting Checklist, published on the city website. Subsection (f)(4) requires that a permit application meeting the adopted checklist be deemed complete and promptly processed, with the building official issuing all necessary permits once the application is confirmed complete and lawful; approval alone does not authorize energizing the station until the city grants that further approval.

An incomplete application gets a written correction notice detailing every deficiency. Subsection (f)(3) bars the building official from conditioning approval on sign-off from a common-interest-development association. Subsection (f)(5) preserves a Technical Review path: if the building official finds substantial evidence of a specific, adverse impact on public health or safety, as defined in Government Code section 65850.7, the applicant can be required to apply for a conditional use permit instead of the expedited track.
