Prescott Valley, AZ Parking Rules: EV Charging (2026)

Section 13-08-030 treats charging as a by-right use. Paragraph A makes electric vehicle charging a permitted accessory use in the RU, RL, RM, MH and MF zones, so a homeowner or multi-family owner can install a charger without a conditional or special use permit. Paragraph B makes it a permitted primary or accessory use in all other zones, which lets a commercial or industrial parcel run charging as its main business. The definitions in § 13-01-030 describe electric vehicle charging as an automobile parking space with equipment that supplies electrical power for charging plug-in electric vehicles.

Paragraph C says a parking space with electric vehicle charging counts as a parking space, so installing a charger does not reduce the supply of required spaces. Paragraph D adds that in a parking lot with ten or fewer parking spaces, a space with electric vehicle charging shall not be restricted to electric vehicle parking.

Larger lots carry a mandate. Section 13-10-020(H) requires parking lots with more than 25 parking spaces to include the same number of electric vehicle charging spaces as handicapped accessible parking spaces, per the table in § 13-10-020(G)(1)(c). That table prints 1 accessible space for a lot of 1 to 25 spaces, 2 for 26 to 50, 3 for 51 to 75, 4 for 76 to 100, 5 for 101 to 150, 6 for 151 to 200, 8 for 201 to 300, 10 for 301 to 400 and 12 for 401 to 500. Beyond that, 501 to 1000 spaces call for 2% of total, and 1001 or more call for 20 plus one for each 100 over 1000.

Section 13-10-020(J) exempts a new commercial development from the accessible and charging requirements to the extent it relies on parking provided by the parking community facilities district.
