Approval cannot be conditioned on a homeowners' association's approval, and an incomplete application must receive a written correction notice within ten working days. A conditional use permit may be required only if the official finds, based on substantial evidence, a specific adverse public health or safety impact. The chapter governs permitting and installation; it does not itself set on-street EV-stall parking time limits, which are handled through posted signage and the California Vehicle Code.
Installing an electric vehicle charging system without the required building permit, or modifying one in a way that materially changes its size, type or components without new permitting, violates RMC Chapter 15.58. Parking a non-charging vehicle in a posted EV charging space may be cited under signage authority and California Vehicle Code 22511.
