' Under 218-13(u1), charging stations 'shall be located in off-street parking lots subject to Chapter 222, Off-street parking standards,' and the parking spaces they occupy 'count towards the minimum and maximum space requirements and must remain available to all vehicles for parking,' meaning they are not bonus spaces. Stations must sit 'outside of congested areas such as main access points to the roadway,' with room left for hoses and cords so they do not block pedestrian paths, drive lanes, or neighboring spaces. A station may be installed in a landscaped area but is then excluded from that area's landscaping calculations under Sections 222-9 and 328-25.

Every station must be shielded from vehicle impact by wheel stops, curbs, or bollards, and posted with its hours of operation, time limit for charging, voltage and amperage, fees, and safe-use instructions in a sign that complies with Chapter 230's sign regulations. The name and phone number of the party responsible for maintaining the equipment must be labeled on the unit, and at least one charging station per parking lot must meet Americans with Disabilities Act standards. A separate provision, Section 218-13(u2), covers wall-mounted charging units, which instead require an electrical permit from the Department of Planning and Development whenever the installed voltage exceeds 120V.
