Apple Valley requires off-street loading spaces for commercial and industrial uses under Municipal Code Chapter 9.72, with spaces clearly marked and located so they do not interfere with on-site traffic. On the curb, yellow and white markings follow California Vehicle Code section 21458, enforced by the San Bernardino County Sheriff.
The Town of Apple Valley handles loading primarily as an off-street development requirement rather than through extensive on-street loading zones. Municipal Code section 9.72.020 requires minimum off-street parking and loading spaces in accordance with Tables 9.72.020-A and 9.72.020-B for all new buildings and uses and whenever a use is altered, extended or intensified. Section 9.72.050 directs that off-street loading spaces for commercial and industrial districts be located on the same lot they serve, and section 9.72.060(B)(5) requires that all loading spaces be clearly and conspicuously marked. Section 9.72.070 requires adequate on-site maneuvering area for loading and that access to loading areas not interfere with on-site vehicular or pedestrian traffic. Required loading and parking areas must be paved and maintained per the surfacing standards of section 9.72.060(B)(6). For on-street loading, the Town relies on the statewide curb-color scheme: under California Vehicle Code section 21458, yellow curbs mean stopping only for loading/unloading passengers or freight for a locally specified time, and white curbs are for loading/unloading passengers or depositing mail. The Sheriff enforces these on Town streets. Commercial vehicles may also stop briefly for active loading under Chapter 12.38.
Failing to provide or properly mark required off-street loading spaces violates Chapter 9.72; misuse of a yellow or white on-street loading curb is enforced under Vehicle Code 21458 by the Sheriff.
