Apple Valley Municipal Code Chapter 12.38 bans parking commercial vehicles (GVWR over 26,001 lbs, plus all semi-tractors and trailers) in residential districts, on the Town right-of-way, and in front of a residence or garage. Exceptions exist only on large rural lots (2.5+ acres in R-A/R-LD/R-VLD) with a Town permit.
The Town of Apple Valley regulates commercial-vehicle parking in detail through Chapter 12.38. Section 12.38.010(b) defines a commercial vehicle as any vehicle with a manufacturer's gross vehicle weight rating exceeding 26,001 pounds, and additionally all semi-truck tractors, semi-truck trailers and tractor-trailer combinations. Crucially, vehicles registered as recreational vehicles and used only for the resident's personal, non-commercial use are not 'commercial vehicles' regardless of weight. Section 12.38.020 prohibits parking or leaving standing any commercial vehicle except during active loading/unloading, bans such parking within the Town right-of-way and in front of a residence or garage, and prohibits it in all residential districts. The exceptions are narrow: in the Residential Agricultural (R-A), Residential Low Density (R-LD) and Residential Very Low Density (R-VLD) districts on a minimum 2.5-acre lot, with a permit and compliance with sections 12.38.030 and 12.38.040. Permit holders must park to the rear or side of the residence to minimize road visibility, keep the vehicle at least 25 feet from neighboring residences, display a Town placard, and show current annual registration (12.38.040). On approved truck routes, commercial vehicles may park one hour or less within 300 feet of a commercial business (12.38.020(a)(1)).
Parking a commercial vehicle in a residential district, in the right-of-way, or in front of a home without a qualifying lot and permit violates Chapter 12.38; each day is a separate offense and permits can be revoked.
