Apple Valley, MN Parking Rules: Loading Zones (2026)

Apple Valley regulates loading through § 155.354 of its Code of Ordinances, titled Off-Street Loading Areas. The section prints no loading hours or curbside loading-zone times; it controls where truck docks and maneuvering space can go and how they are kept.

Location comes first. Under subsection (A)(1), all loading areas, including maneuvering area, must be off-street and on the same lot as the building or use to be served, so a business cannot count a street or a neighbor's lot as its dock. Under (A)(2), loading areas are not permitted adjacent to a residential district, along the front side of a building or along a side facing a public street, unless the loading area, including maneuvering area, is more than 100 feet from the public street. Under (A)(3), where a loading area faces a public street or residential district, a minimum 40-foot wide landscaped yard, including berms and vegetation, must be provided and maintained along the public street or that particular side.

Surfacing and use follow. Subsection (B) requires all loading berths and access driveways to be surfaced with concrete or asphalt. Subsection (C) says loading berths or access drives cannot be used for the storage of goods or inoperable vehicles, which keeps docks clear for the receiving and shipping they exist for.

Subsection (D), Required berths, sets the volume test: adequate off-street loading space must be provided in connection with any structure that requires receipt or distribution of materials by vehicles on a regular basis. The code leaves the count of berths to that adequacy standard rather than a table by floor area. The rules are enforced by the City of Apple Valley, and site plans go through Community Development review.
