Apple Valley, MN Parking Rules: Snow Removal Parking Rules (2026)

Section 71.18 of the Apple Valley Code of Ordinances is the city's snow-parking rule. It applies to any street in the city and reaches both the owner and the driver: neither can park the motor vehicle or permit it to remain on the street during any time that snow plowing or snow removal operations are in progress. The section prints no alternate-side schedule, no numbered snow emergency route list and no fixed start date. The trigger is the operation itself, so a car that was legally parked the night before becomes a violation once plowing or removal is under way on that street.

The City Council of Apple Valley, Minnesota, states the purpose in § 71.01: to facilitate snow removal as well as street repair and cleaning, to reduce traffic congestion, and to increase access for the fire department and other emergency services to property abutting a street. Chapter 90 connects the rule to towing. The definition of vehicles constituting a public nuisance in § 90.01 includes any vehicle found stopped, standing or parked in violation of Chapter 71 and any vehicle found impeding fire fighting, snow removal or plowing. Under § 90.02(A)(1), a police officer can order such a vehicle removed and impounded.

Two other rules affect residents after a storm. Section 96.07(A) bars anyone without a specific city contract or special permission from placing snow or ice in the travel portion of any street, sidewalk or trail right-of-way, or pushing snow across the travel portion of a public street. Under § 96.07(B), the owner or occupant who deposits the snow or ice must remove it within 12 hours after notice from the city. If the work is not done, the city performs it and the owner or occupant pays within 30 days of mailing of the invoice, and unpaid costs can be approved by the City Council as a special assessment against the abutting property. Public sidewalk clearing has its own timing in § 96.03, which speaks of 48 hours after the snow or ice has been deposited.
