Apple Valley, MN Parking Rules: Overnight Parking (2026)

Section 71.17 of the Apple Valley Code of Ordinances, adopted by the City Council of Apple Valley in Dakota County, Minnesota, bans late-night parking on every public street and public roadway in the city. The window runs from 3:00 a.m. to 6:00 a.m., and the trigger is any stopping, standing or parking that lasts longer than five minutes. Momentary stops needed to avoid conflict with other traffic, or made in compliance with a traffic-control device or a person authorized to direct traffic, fall outside the ban.

Four exceptions are printed. Persons rendering emergency medical assistance are exempt, and so are areas of construction where off-street parking is not available. Residents get a narrow third exception: an occupant of a residence can park passenger or recreational vehicles in front of that residence, but only where there is no space in the driveway of that residence. The driveway space has to be used for the maximum number of vehicles the ordinances permit, without a vehicle extending into a public sidewalk or street area. That exception never excuses parking that violates another provision of Chapter 71, and it does not reach trailers: there is no late-night on-street parking of trailers. The fourth exception covers a motor vehicle or road construction machinery used for construction, repair or maintenance of the public right-of-way, but only for a city public improvement project on that right-of-way and only if the city has specifically permitted the vehicle or equipment to park there.

For purposes of the section, the term motor vehicle carries the meaning given in M.S. § 168.002, so the ban tracks the state definition. A separate rule in § 71.19(A)(10) reaches vehicles left on a public street or public property for more than 48 hours unless the city issues a permit, the driveway has no space left, or the off-street parking area is under construction, repair or reconstruction. The statement of policy in § 71.01 ties the parking rules to snow removal, street repair and cleaning, nighttime police observation of property abutting streets, and the determination of abandoned vehicles.
