Pearland, TX Parking Rules: Loading Zones (2026)

2(e) of Pearland's Unified Development Code (Chapter 4, Site Development) sets the city's off-street loading standard. It applies citywide, "in all zoning districts," to any department store, industrial plant, manufacturing establishment, retail establishment, storage warehouse or wholesale establishment whose aggregate gross floor area reaches 10,000 square feet or more. Once that threshold is crossed, the property must provide dedicated truck loading or unloading berths measuring at least 12 feet wide, 14 feet high and 35 feet long, with enough maneuvering room on-site that trucks never back into or block the public street right-of-way.

Table 4-2 scales the number of required berths to building size: one berth for 10,000 to 40,000 square feet, two for 40,001 to 100,000, three for 100,001 to 160,000, four for 160,001 to 240,000, five for 240,001 to 320,000, six for 320,001 to 400,000, and seven for 400,001 to 490,000 square feet. Above 490,000 square feet, the code adds one additional berth for every additional 90,000 square feet of floor area. 2 in 2006 (deleting former subsection (8)), 2007, 2008, 2009, 2011, 2019 and again in October 2022, showing the loading standard is actively maintained rather than a legacy holdover.

The UDC's loading section is purely a design and dimensional standard, not an hours-of-operation restriction: the code text reviewed contains no separate curfew on when loading docks may be used, and Pearland's general Code of Ordinances contains no standalone "loading zone" chapter addressing curb-side commercial loading hours in the public right-of-way. 2 loading requirements are checked alongside the required off-street parking calculations before a site plan or building permit is approved.
