Full Breakdown

Section 7200 of the Ventura County Ordinance Code applies wherever parking is restricted or prohibited by curb markings or regulatory signs under Vehicle Code section 21458 and sections 7020 or 7022. Two colors matter for loading. In a yellow zone, subsection (b) permits stopping only for a reasonable amount of time, not exceeding three minutes, to load or unload passengers, and not exceeding two hours to load or unload freight. The freight allowance applies between 8:00 a.m. and 6:00 p.m. on all days except Sundays and holidays, so a truck left at a yellow curb outside those hours has no loading allowance. In a white zone, subsection (c) allows a reasonable amount of time, not exceeding three minutes, to load or unload passengers or deposit mail in an adjacent mailbox. Freight is not listed for white zones.

Alleys have their own rule in section 7230: stopping is lawful for a reasonable amount of time, not exceeding three minutes, for passengers and not exceeding twenty minutes for freight. Subsection (a) of section 7200 bars stopping in a red zone at any time, except that buses may stop in a red zone also marked as a bus loading zone. Subsection (d) limits a green zone to 24 minutes between 8:00 a.m. and 6:00 p.m. except Sundays and holidays.

Section 7205 caps how the Road Commissioner can mark these curbs: no zone can exceed 250 feet in length, and no zone can be marked with blue paint for handicapped parking under that authority. Off-street loading is a separate matter. In the Coastal Zone, section 8176-7.2.3 requires loading spaces on-site, outside any required front or side setback, to the rear or side of the building and as far as possible from residential uses. Spaces for single-unit trucks must be at least 10 feet wide, 30 feet long, and 14 feet high, with 30 feet of maneuvering area. Spaces for semi-trailer trucks must be at least 12 feet wide, 55 feet long, and 15 feet high, with 50 feet of maneuvering area.

These rules cover county-maintained roads in the unincorporated area only. Oxnard, Thousand Oaks, Simi Valley, Ventura, Camarillo, Moorpark, Santa Paula, Fillmore, Port Hueneme, and Ojai set curb rules under their own codes.

Violations & Fines

Under section 7001, a violation of the county road chapter, including these parking rules, is an infraction punishable under the California Vehicle Code. It becomes a misdemeanor, still punished under the Vehicle Code, if the defendant was convicted of three or more violations of the Vehicle Code or of any ordinance adopted under it within the 12-month period immediately before the violation. The Vehicle Code sets the fine amounts, not the county code.

Frequently Asked Questions

How long can a delivery truck stop at a yellow curb in unincorporated Ventura County?
Section 7200(b) allows a reasonable amount of time not exceeding two hours to load or unload freight, and only between 8:00 a.m. and 6:00 p.m. on days other than Sundays and holidays. Loading and unloading passengers is capped at three minutes. Leaving the truck for any other purpose is not covered by the exception.
Can I load freight at a white curb?
Section 7200(c) does not list freight for white zones. It allows a reasonable amount of time, not exceeding three minutes, to load or unload passengers or to deposit mail in an adjacent mailbox. If you need to move freight, use a yellow zone during the posted hours or an alley, where section 7230 allows twenty minutes.
What is the loading limit in an alley?
Section 7230 makes it unlawful to stop, stand or park in any alley except for a reasonable amount of time, not exceeding three minutes, to load or unload passengers and not exceeding twenty minutes to load or unload freight. Unlike the yellow zone freight allowance, the alley rule as printed does not restrict the hours or exclude Sundays and holidays.
Does a red zone ever allow loading?
Only for buses. Section 7200(a) makes it unlawful to stop, stand or park in any red zone at any time, except that buses may stop in a red zone that is also marked as a bus loading zone. A delivery vehicle has no loading allowance at a plain red curb.
Do these time limits apply in the City of Ventura or Oxnard?
No. Section 7200 governs curb markings and signs on county highways in the unincorporated area under Vehicle Code section 21458 and county sections 7020 or 7022. Each of the ten incorporated cities regulates its own curbs under its own municipal code, so check the city's rules for an address inside city limits.
