Terrebonne Parish, LA Parking Rules: Loading Zones (2026)

Terrebonne Parish Code § 18-243(a) creates freight zones on designated streets in the Houma area so trucks can load and unload commercial goods without blocking traffic. Each zone is marked either by yellow curb paint or by posted signs, and the parish council designates the exact streets by ordinance; the code lists dozens of specific locations, including a thirty-minute unloading zone on the east side of Canal Street near Point Street and a thirty-minute loading/unloading zone along High Street. A vehicle may sit in a marked freight zone only while it is paying the fee set for that street and only for as long as is actually necessary to load or unload freight or merchandise; parking there for any other purpose, or staying after the load is finished, is a Code violation.

Subsection (b) creates a separate category, "No Parking: School Loading and Unloading Zones," posted at specific school-adjacent blocks such as Belanger Street between Gabasse and Barrow Streets, where signs control drop-off and pick-up traffic. Because Chapter 18's traffic provisions carry forward the old City of Houma Code of 1965, these freight-zone designations sit almost entirely within the former Houma city limits rather than the rural parts of the parish. Enforcement runs through the parish's general penalty clause because § 18-243 itself sets no separate fine: Terrebonne Parish Code § 1-6 makes an unmarked violation of this Code a misdemeanor punishable by up to 30 days in the parish jail, a fine of up to $500, or both, with up to 100 hours of community service available as an alternative or addition, and each day a violation continues counts as its own offense.
