Multnomah County does not impose a countywide overnight parking ban. Portland City Code 16.20.170 prohibits parking any vehicle on a public street for more than 24 consecutive hours, the primary tool used for abandoned-vehicle enforcement. PBOT Parking Enforcement chalks tires and may tow vehicles after 72 hours if not moved at least one block. Portland operates Area Parking Permit (APP) zones in Northwest, Lloyd, Hollywood, and Marquam Hill neighborhoods, where residents pay ~$75/year for permits and unpermitted vehicles are ticketed/towed after posted hours. Portland does not have a standard 2-6 AM overnight ban except in APP zones. Gresham Revised Code 7.20.050 allows overnight parking but activates a Snow Emergency parking ban on designated Snow Routes when declared. Troutdale, Fairview, and Wood Village have similar rules. ODOT prohibits overnight RV/truck parking on state highway rest areas and rights-of-way after 12 hours under OAR 734-035-0015. Oregon ORS 819.110 authorizes removal of vehicles parked more than 24 hours on a public street without being moved. Camping in vehicles on public streets is regulated separately under Portland's Homeless Camping rules and state ORS 203.079. No commercial vehicles over 10,000 GVWR may park overnight on residential streets in Portland (PCC 16.20.180).
