Full Breakdown
Section 31-36 sets two clocks. Subsection (a) applies on every street and alley in Jacksonville Beach: no person who owns or has possession, custody or control of a vehicle can park it there for more than a consecutive period of sixty (60) hours. The text measures consecutive hours rather than clock times, and it prints no overnight curfew.
Subsection (b) is the beach-corridor rule. On the east side of State Road A1A, it covers marked parking spaces between a northern boundary of 25th Avenue South and a southern boundary at the Duval and St. Johns County line. On the west side, it covers marked spaces between a northern boundary of 34th Avenue South and the same county line. In those marked spaces the limit is four (4) consecutive hours. The history note on the section lists Ord. No. 2025-8222, Sec. 2, adopted 5-5-25.
Both limits bind the owner and anyone with possession, custody or control of the vehicle. Section 31-37 separately bars any person from allowing a vehicle registered in his name to stand or park in any street in violation of the city's parking ordinances. City-owned paid facilities run on a different track: Sec. 31-61 sets fees by City Council resolution, requires electronic payment at the parking facility kiosks, and lets a resident registered and enrolled in the resident parking program park in any paid facility at no charge.
When a vehicle overstays, Sec. 31-46(a)(1) lets the chief of police or any police officer impound a motor vehicle unlawfully parked in violation of a city ordinance that prohibits parking at the place where or time when it is found. If the owner of a vehicle on a public street asks that it be left unattended instead, Sec. 31-48 lets the police honor the request for a period not exceeding twenty-four (24) hours, after which the owner removes it or the police impound it.
Violations & Fines
The fee schedule in Sec. 31-74(a) lists overtime parking at $25.00 if paid within ten days and $35.00 if not paid by the due date. Impoundment follows under Sec. 31-46. Four or more parking citations outstanding more than thirty (30) days support immobilization under Sec. 31-56, with a $10.00 fine per outstanding citation and a $25.00 removal fee, and towing if unresolved within twenty-four (24) hours.
