020(31) makes it unlawful for any person to leave an unoccupied vehicle parked continuously upon any street of the city for forty-eight hours or more. The rule closes an obvious workaround: subsection (a) states the 48-hour clock cannot be defeated by a mere location change of the offending vehicle on the same side of the street within the same block, so shuffling a car a few spaces down does not reset the count. 010(b). That companion section separately declares any vehicle left parked continuously on a city street for 48 hours or more a public nuisance, and it makes it the duty of the Chief of Police or a designee to have the vehicle removed and impounded once that threshold is reached.

Before towing a vehicle that is not blocking traffic, police must first place a sticker or placard on the windshield noting the violation, and the vehicle cannot actually be removed until 48 hours after that placard is attached, giving the owner a second window to move it. If the vehicle is towed, the owner can request a hearing to contest the tow by notifying the municipal court clerk in writing within five business days, and the court must hold that hearing within seven days of the request, or within three working days if the vehicle is still impounded.
