Summary
Coral Gables designates residential decal parking zones where non-residents crowd out street parking, requiring a paid annual decal to park legally.
The city manager or designee shall designate a residential decal program area and shall designate certain parking spaces therein as being subject to the provisions of the program. In carrying out the provisions of this division, the city manager or designee shall designate only those residential areas where the incursion of vehicles assimilating parking accommodation, and whose owners reside outside of said residential area, create an unacceptable shortage of parking availability for area residents and/or their guests or visitors.

Full Breakdown
The city manager designates residential decal program areas only where outside vehicles create an unacceptable parking shortage for residents. Residents can also petition for a zone if a majority of property owners in the area sign on. Once created, posted signs mark the restricted spaces, and only vehicles displaying a current decal or hang tag may park there during enforcement hours. Decals are sold annually per dwelling unit upon proof of vehicle registration, driver's license, and a utility bill or lease showing an address inside the zone.
Violations & Fines
Parking in a designated decal-program space without a valid, currently displayed decal or hang tag draws a citation under Sec. 74-144, enforceable as a civil fine set in Sec. 1-7.
