Daytona Beach, FL Parking Rules: Preferential Parking Districts (2026)

City Code Sec. 94-142 authorizes controlled decal/permit parking to reduce congestion, protect residents from excessive noise and hazardous traffic, and preserve neighborhood character and property values. Sec. 94-146 sets the criteria: the city manager, on his own initiative or a petition from a majority of property owners or residents, studies whether a proposed area meets the criteria, which include the extent of resident demand (shown by verified petitions), the degree legal on-street spaces are already occupied, the share of parked vehicles that belong to non-residents, and whether off-street parking can absorb resident vehicles; a minimum of ten contiguous block faces is required, and the city commission alone can approve designation or later remove it.

Sec. 94-149 and Sec. 94-150 set permit mechanics: resident decals require proof of residency and current vehicle registration and last a program year (three years for owner-occupants); visitor permits are capped at two per residence per program year; special one-day visitor permits are capped at 40 per residence per year; and neighborhood-serving community-facility permits (churches, schools, senior centers) cannot exceed 60 percent of an enterprise's employee count. Sec. daily along 17 named street segments near North Oleander, North Wild Olive, North Grandview, Jessamine Boulevard, Riverview Boulevard and Glenview Boulevard; Area #3 runs 24 hours a day along South Grandview, South Wild Olive, South Oleander, South Hollywood and Fifth Street between Harvey Avenue and East International Speedway Boulevard.

Enforcement under Sec. 94-143(c) makes parking without a permit during restricted hours a noncriminal violation punished under Sec. 94-3(a), with towing available under Sec. 94-4 as an alternative or addition.
