Full Breakdown
Division 4 of Article VI in Chapter 38 is Georgetown's residential parking permit program. Section 38-140 designates Dudley Avenue, Clayton Avenue between Dudley and Hollyhock Lane, Hollyhock Lane, and Jackson Street between Dudley and Military Avenue as the college parking district. Jackson Street and Hollyhock Lane are unrestricted except for the 24-hour parking limit. Dudley Avenue is by permit only. Clayton Avenue between South Hamilton and Military Avenue is by permit only, except the north side from Hollyhock to Second Street in front of the college residence halls, the frontage of the former Mac's Grocery and the listed exemptions.
The permit-only rule is suspended during set periods: from 12:00 a.m. on the Wednesday before the second Saturday in May until 12:00 a.m. of the day fall classes begin (Clayton Avenue only); homecoming weekend from 12:00 a.m. Saturday through 12:00 a.m. Sunday (Clayton and Dudley); major holiday weekends, Thanksgiving weekend and Christmas Eve through January 2 (Clayton only); and graduation morning on the second Saturday in May from 12:00 a.m. through 12:00 p.m. (Dudley only).
Section 38-141 states the purposes, including reducing hazardous traffic from people who do not live on the designated streets and encouraging Georgetown College students to use on-campus parking. Georgetown public works, at the direction of the city engineer, posts the permit parking only signs. Applicants apply in person at the city clerk's office with identification showing an address on the designated street. A permit goes only to a vehicle whose owner and principal operator reside on the street and hold a valid Kentucky driver's license, and no more than one residential permit is issued per licensed resident. Permits expire on July 1st each year and change color every year. Each residence can hold no more than two visitor permits at one time, issued for one year and transferable between vehicles. A permit does not guarantee a space and must hang on or about the inside rearview mirror.
Violations & Fines
Enforcement starts only on a complaint by a participating resident. The first step is a windshield citation with a $20.00 fine, which rises to $40.00 if unpaid within 14 days, after which the city can seek a criminal summons from Scott District Court. Misrepresenting, duplicating or wrongly displaying a permit, or parking a non-permitted vehicle, draws a court fine of $20.00 to $100.00 plus costs. Vehicles are subject to removal at the owner's cost, and a ticketed vehicle must move within 48 hours.
