Full Breakdown

Section 38-116(a) bans parking a vehicle, boat, camper or trailer within the front yard of any residential structure except upon a residential driveway or parking lot. A second sentence reaches owners: it is unlawful for a person owning, possessing, managing or controlling residential property to allow the parking of vehicles, boats, campers or trailers within the front yard of the premises, except upon a residential driveway or parking lot. A landlord or property manager is therefore covered along with the driver. The section does not define front yard and prints no surface requirement for the driveway.

Subsection (c) supplies definitions. A trailer is any trailer, lowboy, semi-trailer or non-motorized recreational vehicle or camper. A truck is any truck vehicle of above one-ton rating, equipment is any equipment, tool or machinery mounted on wheels or tracks, and a disabled vehicle is any automotive vehicle which will not move under its own power.

The street side is covered too. Under § 38-116(d), no person shall park a vehicle, boat, camper or trailer on any street or city-owned parking lot for the principal purpose of displaying it for sale, lease, advertisement or other promotional purpose; washing, greasing, changing the oil or repairing it, except repairs necessitated by an emergency; or storage, wrecking or dismantling. Subsection (b) prohibits parking trucks, trailers, equipment and disabled automobiles on city streets or parking lots, except for loading, unloading or another legitimate business purpose, with city vehicles and city unattended trailers exempt. Subsection (f) makes it unlawful to park a vehicle within any detention/retention basin. Section 38-113 adds a 24-hour limit for any vehicle on a street or city-owned lot.

Subsection (g) makes a violation a civil offense enforced under chapter 2, article VI, by the code enforcement board, hearing officers, code enforcement officers, citation officers and other persons authorized to investigate and enforce.

Violations & Fines

Subsection (h) classes every violation of § 38-116 as a Class 1 violation under § 2-842. A first Class 1 violation in a calendar year that is remedied within the required time carries no fine. If it is not remedied, the initial fine is $50.00, plus $50.00 for each seven days or portion thereof beyond the remediation date until the violation is remedied or abated by the city or the total reaches $500.00. The maximum civil fine is $1,000.00 uncontested and $2,000.00 if the citation is contested.

Frequently Asked Questions

Can I park my boat or camper in my front yard in Georgetown?
Only upon a residential driveway or parking lot. Section 38-116(a) makes it unlawful to park a vehicle, boat, camper or trailer within the front yard of any residential structure except upon a residential driveway or parking lot, and the same rule applies to those who allow it as owner or manager.
What counts as a trailer under the Georgetown rule?
Section 38-116(c) defines a trailer as any trailer, lowboy, semi-trailer or non-motorized recreational vehicle or camper. A truck means any truck vehicle of above one-ton rating, so large trucks are covered by the separate street and lot parking rule in subsection (b).
Can I store a boat or trailer on a Georgetown street?
No. Section 38-116(d) bars parking a vehicle, boat, camper or trailer on a street or city-owned parking lot for the principal purpose of display for sale, washing, greasing, oil changes, repairs other than emergency repairs, or storage, wrecking or dismantling. Section 38-113 also caps street parking at 24 hours.
Who enforces the front yard parking rule?
Subsection (g) assigns enforcement to the code enforcement board, hearing officers, code enforcement officers, citation officers and other persons duly authorized, using the procedures of chapter 2, article VI. Penalties follow § 2-842 as Class 1 violations, with a $1,000.00 maximum if uncontested.
