Residential parking permits shall be issued by the director of finance. Parking permits may be issued to an owner or resident of a property within a residential parking permit zone or to a guest of such an owner or resident duly authorized by the owner or resident to apply for a residential parking permit; provided, that a residential parking permit shall only be issued to an owner or resident, who has a motor vehicle currently registered in his or her name, or who has lawful possession of a motor vehicle for his or her exclusive use and/or which is under his or her control and to individuals providing in home medical care to a resident of a zone; provided, that the in home provider shows proof, in the form of a contract or other agreement, of the service being provided. Not more than one residential parking permit shall be issued for any motor vehicle.
