Pleasanton's Municipal Code Section 11.36.230 protects signed EV charging spaces. Where a space is posted under California Vehicle Code Section 22511, no non-electric vehicle, non-connected EV, non-charging EV, or EV charging more than four hours may occupy it.
Pleasanton has adopted a specific ordinance for electric-vehicle charging spaces. Section 11.36.230 provides that where a sign designating a parking space for the exclusive use of charging electric vehicles is posted in compliance with Section 22511 of the California Vehicle Code, no person shall park in that space any nonelectric vehicle, any electric vehicle that is not connected to the charging station, any electric vehicle that is not charging, or any electric vehicle that has been charging for more than four hours. This mirrors and incorporates the state EV-parking framework, so enforcement rests on both the local ordinance and CVC 22511. The four-hour limit prevents a charged EV from monopolizing a station, and the connection requirement keeps internal-combustion vehicles and disconnected EVs from blocking access. Beyond on-street and public-lot enforcement, Pleasanton's zoning and building rules require EV-ready and EV-charging infrastructure in many new developments through the off-street parking standards (Chapter 18.88) and the California Green Building Standards (CALGreen) the city enforces. For posted public charging spaces, the practical rule is simple: only an electric vehicle that is actively charging and within the four-hour window may park there. Drivers should look for the posted sign, since the restriction applies only where signage compliant with CVC 22511 is in place.
Parking in a signed EV charging space in violation of Section 11.36.230 - by a non-EV, a disconnected or non-charging EV, or an EV charging over four hours - is a parking violation subject to citation and, where authorized, removal under the Vehicle Code.
