Tustin, CA Parking Rules: Preferential Parking Districts (2026)

Rather than printing every district boundary, fee and eligibility rule directly into the Code, Tustin City Code Section 5331o points residents to City Council Resolution No. 23-26 for the full Preferential Permit Parking Program Policies and Procedures governing parking by permit only on public streets. Section 5331n, the companion provision, establishes the underlying 2:00 a.m. to 6:00 a.m. restriction and directs residents to the parking district map kept by the Director of Public Works to see which streets are covered, and states that new permit parking areas may be established by following the process identified in subsection o.

Both sections were added by Ord. No. 1537 on October 17, 2023. Structuring the program this way lets the City Council update fees, eligibility rules, or district boundaries by amending the resolution rather than running a full ordinance amendment through the Code every time a neighborhood asks to be added or removed. Anyone wanting to petition for a new district, or to confirm permit costs and who qualifies as a resident permit holder, needs to obtain the current text of Resolution No. 23-26 from the City Clerk or Public Works Department, since that resolution, not the printed Municipal Code, carries the operative detail.
