Chapter 92's nuisance parking rules, amended by Ordinance 4175 on December 5, 2023, treat oversized recreational parking as a nuisance in residential neighborhoods. 40(A)(1) makes it unlawful to park or store, or allow another to park or store, any vehicle over eight feet six inches wide or 40 feet long, including RVs, travel trailers, boats or boat trailers, in any residential zoned district or the interim holding (IH) district. Subsection (A)(2) separately bars parking or storing a commercial vehicle, RV, travel trailer, boat or boat trailer on a public thoroughfare within a residential or IH district at all, with a narrow exception for street construction, utility repair, active passenger loading, or delivery vehicles.

40(A)(3) requires any vehicle parked in a front yard to sit on an improved surface at least nine feet by 18 feet, while (A)(4) requires a side- or rear-yard vehicle to either sit on that same improved surface or be fully screened from every public street and alley by a solid opaque fence or wall, a hedgerow of evergreens, or a combination of the two, at least six feet tall. 09 (Ordinance 1303, 1986, amended 1989) caps how long a boat trailer, stock trailer or other vehicle that cannot move under its own power may sit on any public street citywide at two hours; Chapter 92's newer (A)(14) restates that limit specifically for trailers on residential streets, requiring active loading, unloading or work-related use during that window.
