Full Breakdown

Section 145-37 of the Millcreek Township Code, amended 6-25-2024 by Ord. No. 2024-6, sets the storage rules for recreational vehicles and equipment. The definition reaches RV homes, travel trailers, camping vehicles and trailers, pickup coaches, motorized homes, boats and boat trailers, and associated equipment, and the list is not limited to those items.

Three conditions apply. First, subsection A(1) says parked or stored recreational vehicles or associated equipment cannot be occupied or used for living or housekeeping purposes at any time. Second, under A(2), parking or storage is limited to the interior of garages or other available on-lot accessory structures, driveways, or the portion of the property located behind the front plane of the principal structure. A boat on a trailer on the grass in front of the house therefore does not qualify, while the driveway does. Third, A(3) says a recreational vehicle can never be parked or stored on a lot without a principal structure, which rules out leaving a camper on a vacant lot.

Subsection B covers a related category: mobile or manufactured homes can be parked, stored and occupied only in Manufactured Home Parks. Where an accessory structure houses the vehicle, § 145-27 controls its permit, setbacks and 20-foot height cap in residential and mixed use districts. Commercial trucks and equipment fall under the separate overnight prohibition in § 145-34C, not this section. Occupied travel trailers and camping vehicles belong in campgrounds that meet the separate campground standards in Chapter 145.

Violations & Fines

Storing an RV or boat in a front yard, living in a parked RV, or leaving one on a vacant lot violates Chapter 145. The Township sends an Enforcement Notice to the owner of record under § 145-114, with compliance dates and the right to appeal to the Zoning Hearing Board. If the violation stands, a District Magisterial Judge can enter a $500 judgment per violation plus court costs and reasonable attorney's fees, and each continuing day counts separately.

Frequently Asked Questions

Can I park a camper in my driveway in Millcreek Township?
Yes. Section 145-37A(2) lists driveways among the permitted places, along with the interior of garages, other on-lot accessory structures and the part of the property behind the front plane of the principal structure. The camper cannot be occupied or used for living or housekeeping purposes while it is parked there.
Can I store a boat in my front yard?
Not on the lawn in front of the house. Boats and boat trailers are covered by § 145-37, which limits storage to a garage or accessory structure, a driveway, or the area behind the front plane of the principal structure. A boat parked in the portion of the yard in front of that plane falls outside the allowed places.
Can I sleep in my RV while it is parked at home?
No. Subsection A(1) says that at no time shall parked or stored recreational vehicles or associated equipment be occupied or used for living or housekeeping purposes. That covers RV homes, travel trailers, camping vehicles and motorized homes parked anywhere in Millcreek Township, including on your own driveway.
Can I leave a trailer on a vacant lot I own?
No. Subsection A(3) bars a recreational vehicle from being parked or stored on a lot without a principal structure. A lot has to have a house or other principal structure before a boat, camper or trailer can be kept there under the Township code.
