Full Breakdown

Paramount Municipal Code § 10.12.070 defines a recreational vehicle as any motor vehicle, motor home, travel trailer, camper, tent trailer, camping trailer, boat trailer, van conversion, pop up van, and similar vehicles designed and used for human habitation, including vehicles registered as house cars. The definition names boat trailer, and subsection B.7 separately addresses boats stored on trailers.

Subsection B.1 bars parking or leaving standing any recreational vehicle on any public street or right-of-way within the City of Paramount, or on any City-owned off-street parking facility, except as otherwise provided. Subsection B.2 adds that a recreational vehicle on private property must comply with all applicable development standards for the zone, including parking location and screening.

The remaining subsection B rules apply to a yard or driveway. A recreational vehicle on private property cannot be stored in a way that creates a dangerous or unsafe condition, and pointed objects such as boat propellers, motors, trailer hitches, ball type hitches and trailer tongues within two feet of a sidewalk, bike path, roadway pavement or other pedestrian or vehicular way must be covered or protected. On property containing a residential use, no major repairs can be performed on a recreational vehicle. No utility connections between a recreational vehicle and a structure are allowed. Wheels cannot be removed, and the vehicle cannot be affixed to the ground so that it cannot be readily removed. Boats must be stored on an approved licensed trailer at all times when not in use, except smaller more portable watercraft such as row boats, kayaks and canoes.

Living in one is restricted. Subsection B.8 makes it unlawful to occupy a recreational vehicle for residence purposes anywhere in the City except in a duly established trailer park or mobile home park, although occupation for not more than three days on private residential property with the permission of the owner or lawful occupier is not a violation.

Subsection D allows a prohibited vehicle on public streets and private property while actively being loaded or unloaded, for a maximum of three consecutive days for a recreational vehicle. Section 9.32.110(F) separately bars recreational vehicle parking at a City park after 6:00 p.m. and limits it to no more than two hours during operating hours.

Violations & Fines

Violations of the vehicles and traffic title fall under § 10.04.020. The first and second violation can be cited as an infraction or punished as a misdemeanor. The third violation is a misdemeanor punishable by a fine not exceeding $500 or imprisonment not exceeding six months, or both, and each day a violation continues is a separate offense. Parking enforcement officers issue the citations under § 10.12.030.
