In unincorporated Orange County, RVs, campers, trailers, and boats/watercraft may be stored on residential property only on a paved area outside the required building setback abutting a public street AND screened by a 6-foot opaque fence or wall, OR on a paved driveway connecting the garage/carport to the street. Storage on any unpaved surface is prohibited.
The County of Orange Codified Ordinance Sec. 3-13-6 and its Table 3-13-6(c), 'Vehicle Storage and Parking Regulations,' govern recreational vehicle parking on residential property in the unincorporated county. The Comprehensive Zoning Code reinforces this: Sec. 7-9-70.11 states that parking of recreational vehicles in residential and non-residential zones must meet the requirements of Codified Ordinance Sec. 3-13-6. Under Table 3-13-6(c), a vehicle or recreational vehicle (including watercraft) is permitted on residential or residentially-developed property if it is stored completely inside a building out of view, OR on a paved area that is (a) not within the required building setback area abutting a public street (excluding alleys), and (b) screened by a 6-foot-high permanent, solid, opaque fence or wall (a building may serve as the screen). As an exception to those criteria, a vehicle or recreational vehicle may be stored or parked on a paved driveway connecting a garage or carport with a public or private street. Storage or parking on any unpaved surface is prohibited. Sec. 3-13-4(13) separately makes it unlawful to use any parked or stored vehicle or RV, operative or not, as temporary or permanent living space. OC Neighborhood Preservation enforces these provisions in the unincorporated islands of the county.
Storing an RV, boat, or trailer outside the conditions in Table 3-13-6(c) - for example on an unpaved yard, or unscreened within the required street-facing setback - is a property-maintenance violation of Sec. 3-13-4(12). Violations are punishable as set forth in Sec. 1-1-34 and Sec. 1-1-39 of the Code and are investigated by OC Neighborhood Preservation. Using an RV as living quarters is a separate violation under Sec. 3-13-4(13). Report concerns to the Neighborhood Preservation Hotline or the myOCeServices portal.
