Florissant, MO Parking Rules: Snow Removal Parking Rules (2026)

Chapter 365, Article IV of the Florissant Code sets up the city's Emergency Snow Route system. Section 365.110 defines the 'snow coordinator' as the Director of Public Works or a designee, and defines 'snow emergency routes' as streets designated under this Article. Under Section 365.120, the snow coordinator may designate any city street as a snow emergency route whenever needed to expedite traffic or plowing, and the designation takes effect once the street is posted with arrows and signs reading SNOW EMERGENCY ROUTE, NO PARKING DURING SNOW EMERGENCIES. That designation stays in force, through repeat storms and dry spells alike, until the snow coordinator has the signs physically taken down.

Section 365.130 makes the parking ban binding only for the duration of the snow emergency itself, and it overrides other parking rules that would otherwise let a car sit there, though it yields to streets that are always no-parking zones, to accident scenes, to emergency vehicles on a call, and to a police officer's traffic directions. Section 365.140 lets the city tow or otherwise move any vehicle found parked or abandoned on a snow route to the nearest available parking space. Section 365.150 backs that up with a presumption: finding a car on a snow route during an emergency is prima facie evidence that its registered owner committed or authorized the violation, so the ticket goes to the name on the title even if someone else was driving.

Section 365.160 separately bars interfering with a snowplow or other snow removal vehicle while it is working the streets, a distinct offense from the parking ban and one that applies on any city street, not just posted routes. Section 365.170 sets the penalty for the whole Article at the Code's general fine under Section 100.080: up to $1,000 and as much as three months in the city or county jail.
