Once a vehicle is removed, § 229-32 lets the Village store it at a location it deems suitable. Removal and storage are at the expense of the most recent owner, who can redeem the vehicle by paying the actual and necessary expenses to the agency that removed and stored it. The charges for removal, inside storage and outside storage are printed as to be determined by the removing agency. Notice goes to the last owner, if known, in the form provided by Section 1224 of the Vehicle and Traffic Law, and § 229-34 makes the last owner liable to the Village or the removing agency.
The second part is the plowing permit in Chapter 203, Article IV. No person, firm or corporation can plow snow, or cause or allow it to be plowed, with any vehicle in the Village unless a permit issued by the Village Clerk is in force and prominently displayed on the vehicle. The definition in § 203-30 excludes a vehicle used solely to plow within the confines of its owner's own property. The owner applies in writing with name, address, vehicle identification number and New York license number. The fee is set by resolution of the Village Board, and permits run from June 1 to May 31 and cannot be transferred to another owner or vehicle (§ 203-32).
Separately, Schedule XVII (§ 229-52) bars parking on all streets from 1:00 a.m. to 6:00 a.m. from November 1 to April 1.

A plowing violation is an offense punishable by a fine not to exceed $250 or imprisonment not to exceed 15 days, or both, and anyone who takes part in or assists in a violation is subject to the same penalties (§ 203-33). The Clerk-Treasurer can revoke a permit after a hearing. A vehicle removed in a storm is redeemed at the owner's expense under § 229-32.
