1335 sets two overlapping regimes. , that vehicles park only on the even-numbered side of the street on even-numbered calendar days and only the odd side on odd days, unless posted or exempted otherwise; a street split by a boulevard or median counts as one street. Subsection (2) carves out a mapped Snow Emergency Zone covering much of the isthmus and near-east and near-west sides, described by a detailed boundary running from University Avenue and Park Street along the Lake Mendota shoreline to the Village of Maple Bluff boundary and back around through the Yahara River, Lake Monona and Lake Wingra areas; inside that zone, the alternate-side rule does not apply unless a snow emergency is declared.

Subsection (4) lets the Street Superintendent or a designee declare a snow emergency by public media announcement whenever accumulated snow or ice hinders safe traffic movement; a declared emergency lasts 48 hours unless extended by a second media declaration, and while it is in effect the citywide alternate-side rule applies everywhere, including inside the Snow Emergency Zone, regardless of the November 15-March 15 window. Signage is required under Wis. 13, and several numbered circles and courts are listed as permanently exempt from the alternate-side rule.
